Paper hanging is to falsify registration documents.
There are many ways this is done, one example would be if a female was in heat and bred by a mutt. The pups would not be pure but a dishonest person may still register them as a purebred.
Another example would be if a dog is purebred but said to be out of a sire and dam other then his parents.
This is combated with DNA testing. DNA testing will prove who the real parents are. Reputable registries have DNA testing when in a pedigree dispute or if someone falls under suspicion.
